The Hidden Cost of Radio-Dispatched Buggies at Your Resort

Walk past the front desk of almost any island resort at 9 a.m. and you’ll hear it: the crackle of a two-way radio. “Buggy to villa 14, guest going to breakfast.” A pause. Static. “Copy — five minutes.” Somewhere on the property, a driver mentally adds the villa to a queue that exists only in their head.
It works. Resorts have run guest transportation this way for decades, and on a quiet Tuesday it feels free — the radios are paid for, the drivers are on shift anyway, and the front desk is staffed regardless. But “it works” and “it’s free” are two different claims, and the second one doesn’t survive contact with a stopwatch.
This article walks through what the radio-call model actually costs a mid-sized property — not in vague “digital transformation” terms, but in minutes, missed rides, and decisions you can’t make because the data was never written down.
The radio-call workflow, step by step
At most properties the flow looks like this:
- The guest finds a phone. They call the front desk from their villa, or walk to reception, or flag down a passing staff member. If they’re at the pool or the far beach, this step alone can take several minutes.
- The front desk takes the request. A receptionist stops what they’re doing — often mid-check-in — answers, writes the villa number on a notepad, and keys the radio.
- The dispatcher relays it. On larger properties there’s a dedicated dispatcher; on smaller ones the front desk is the dispatcher. Either way, someone broadcasts the request and waits for a driver to claim it.
- A driver accepts — or doesn’t. If two drivers respond at once, they sort it out over the air. If nobody responds, the front desk radios again. The guest, meanwhile, has no idea any of this is happening.
- The guest waits, blind. No arrival estimate, no confirmation, no way to know if the request was even heard. So they call again. Step 2 repeats.
None of these steps is individually outrageous. The cost hides in the aggregate.
The time cost: a back-of-envelope model
Take a conservative mid-sized property: 80 villas, two to four buggies on shift, roughly 60 guest rides per day in season. Here’s what the radio model consumes:
Front desk time. Each ride request takes the receptionist about 90 seconds to receive, relay, and confirm — more when the radio is busy or the request needs a repeat. Add the follow-up calls from guests checking where their buggy is (industry rule of thumb: every third ride generates one), and you’re at roughly 2 minutes of front desk labor per ride. At 60 rides a day, that’s 2 hours of receptionist time, every day, spent being a human switchboard. Over a season, it’s the equivalent of several weeks of a full-time salary — spent on relaying villa numbers.
Guest time. The guest’s wait starts before the buggy moves — it starts when they begin looking for a phone. Properties that have measured it consistently find the perceived wait is what damages satisfaction scores, and perceived wait balloons when there’s no feedback. Ten minutes with a live map showing your buggy approaching feels shorter than six minutes of silence.
Driver time. Drivers running on a mental queue make mental-queue mistakes: two buggies converging on one villa while another guest waits unclaimed, return trips driven empty because nobody knew a pickup was waiting 200 meters away, and the constant low-grade radio chatter that makes every ride a small negotiation.
The hidden costs: what never shows up on a timesheet
The minutes above are the visible cost. The expensive problems are the ones that never get logged anywhere:
Missed and dropped requests. A radio call has no persistence. If the dispatcher is mid-conversation, if two requests land at once, if the driver mishears “villa 15” as “villa 50” — the request simply evaporates. The guest experiences it as being forgotten. Nobody on staff ever finds out it happened, because there’s no record that it happened.
Guest complaints that arrive as review scores. Transportation friction rarely generates a formal complaint at the desk. It generates a sentence in a TripAdvisor review three weeks later: “beautiful property, but we waited 25 minutes for a golf cart twice.” By then it’s public and permanent. The front desk never had a chance to recover the moment, because they never knew the moment occurred.
Zero operational data. This is the cost that compounds. With radio dispatch, a GM cannot answer basic questions about their own operation: What’s our average pickup time? When are the demand peaks? Do we need a third buggy on shift Saturday mornings, or is the second one idle half the day? Is the north end of the property underserved? Every fleet decision — staffing, purchasing, scheduling — is made on gut feel, because the radio writes nothing down.
Staffing fragility. The whole system lives in two or three people’s heads. When the experienced dispatcher is off, wait times jump and nobody can say by how much. Onboarding a new front desk hire means teaching them an oral tradition.
What modern dispatch looks like
The fix isn’t exotic. It’s the same pattern that reshaped urban transportation a decade ago, scaled down to a private property and stripped of the parts a resort doesn’t need (no payments — rides are complimentary; no public marketplace; no rider accounts).
A modern guest transportation flow looks like this:
- The guest scans a QR code in their villa or at a pickup point. No app download, no account creation — the booking screen opens in their browser.
- They tap pickup and destination from the property’s own named locations, on the property’s own map.
- The system offers the ride to the nearest free driver automatically. No radio negotiation; one driver gets it, taps accept, and the guest immediately sees confirmation.
- The guest watches the buggy approach on a live map, with a notification at arrival. The “where is it?” call to the front desk simply stops existing.
- Every ride is logged — request time, wait time, route, driver, trip duration — feeding a dashboard the GM can actually read: today’s ride counts, average wait, average trip time, and your busiest pickup points and hours.
Notice what’s absent from that flow: the front desk. Reception is no longer in the transportation loop at all, except for the guests who genuinely prefer to ask a human — and even then, staff can book on the guest’s behalf in seconds rather than keying a radio.

Run the numbers for the same 80-villa property:

Price the front desk time alone at a typical loaded hourly rate and the radio model costs a property several hundred dollars a month in pure relay labor — before counting a single recovered review point or a single staffing decision improved by real data. Dispatch software for a property this size typically costs a fraction of that, which makes the ROI conversation unusually short.
The deeper return isn’t the labor line, though. It’s the review scores. Guest-experience research keeps finding the same thing: arrival friction and waiting-without-information are disproportionate drivers of negative sentiment, because they happen at emotional peaks — the start of a holiday, the rush to a dinner reservation. Removing the blind wait is one of the cheapest satisfaction wins available to a property, precisely because the current system is so analog.
The radio isn’t the enemy — the silence is
To be clear: the two-way radio still has a job at a resort. Maintenance, security, staff coordination — instant voice is the right tool there. The problem is using a broadcast voice channel as a queueing system. Queues need memory, structure, and feedback. Radios have none of the three.
